Barbara Fleury

Barbara Fleury retired in 2018 after a 37-year career in law enforcement. She currently works as a Senior Security Associate at Samuel Associates, a government relations firm based in Ottawa, Canada. Additionally, she contributes to capacity-building and leadership development projects related to the international law enforcement community as an independent contractor.
Fleury joined the Royal Canadian Mounted Police (RCMP) in 1981, where she held operational and specialized policing roles with increasing responsibilities, including cases involving major crimes, drug trafficking, and corruption. Early in her career, she spent two years on the RCMP’s National Recruiting Team, traveling across Canada to promote a career in law enforcement and encourage underrepresented groups to join the organization. Following this, she worked on developing new policies for the human resources branch.
After serving as a Liaison Officer at the Canadian Consulate in Los Angeles, Fleury spent five years in Internal Affairs, first as an investigator and then as Officer in Charge. During that time, she established a new performance management unit. She has served as an adjudicator for code of conduct boards and has sat on several promotion boards for both junior and senior officers. In 2005, she was promoted to Superintendent and became the Officer in Charge of Protective Services in Montreal. Two years later, she was transferred to Québec City and assumed the role of Eastern District Officer.
Fleury holds both a Bachelor’s and Master’s Degree in Criminology, is a graduate of the Executive Development in Policing Program offered at the Canadian Police College, and has successfully completed the United Nations Senior Mission Leaders Course. She spent seven years working with the international law enforcement community, first as the Director General of International Policing for the RCMP and later as senior police adviser to Canada’s Permanent Mission to the United Nations in New York. In addition, she served on the Board of Directors of the International Association of Chiefs of Police (IACP) and as its International Vice-President in 2014-2015.
In August 2016, she was promoted to Assistant Commissioner, becoming the Executive Director of the Canadian Police College and the Centre for Excellence in Police Leadership. She is on the Executive Board of the IACP’s International Managers of Police Academy and College Training. Additionally, she is a member of the Canadian Association of Chiefs of Police and has served as vice-president for the Americas for Francopol, as well as being on the Board of Directors for the Canadian Police Knowledge Network.
Fleury is a recipient of the RCMP Long Service Medal and the Queen’s Golden and Diamond Jubilee medals. She was appointed an Officer of the Order of Merit of the Police Forces by the Governor General of Canada. Most recently, in 2021, she received the Outstanding Alumni Award for Public Service from her alma mater, 91ÅÝܽ.
